After the Mining bill, which made the mining companies to cough up 27% of the their profits to the local, i was very eagerly waiting for the land acquisition bill, which should be the answer for singur like situations.
According to this bill, minimum 80% of the land owners should agree to sell their land, before acquiring land in a particular area. That is a nice move.
But there is another clause, the acquired land should only used for social welfare and there is no question of public private partnership. . If the bill is passed, no private industry can depend on the govt to acquire land for factories. so land can be acquired only by govt.
Is it good for the economy or our industry? So far, as the govt worked as a middleman in the land deals, the farmers at least got a reasonable compensation for the land. Now local politicians and goons will become the middlemen and no body can expect a reasonable compensation.
Because of our land reforms , even to purchase a 100 acres of land, one had to deal with many land owners, as no body is allowed to hold such vast land, imagine a situation where thousands of acres are needed to setup an industry.

because most of us still believe that our economy is primarily dependent on farming and capitalists are villains. leftists would be happy with this move, opposition would probably wait until the Bill is passed and implemented in a bad way, if something is unopposed, it doesn't mean its perfect
I am happy with the bill and not bothered about why opposition or activists did not oppose.
but, opposition should react when there is a situation like polititians and goons become middlemen.

we need to protect the farmer so 80% rule and inclusion of panchayats is justifiable, but why the bill does not allow public private partnership? since 1991 govt started reducing its presence in the industry, new projects are usually started by private industry, so the aim of the bill should be to create a framework so that both the parties wont be at loss. Exluding private idustry means private players have to hunt for land in the open market where none of the safegaurd measures mentioned in the bill are applicable, leavig it only useful for bunch of govt projects.

@Mauli, the bill is introduced to protect land owners, if private industry is eliminated, they are protecting land owners only from govt.
The area of the colony of i am staying in is the land which is allocated to poor people of a village called sahebnagar in rangareddy. when they got the land, local politicians took advantage of illiteracy and innocence of local ppl and made them sell the land for through away prices. The land shifted many hands and one real estate person finally made layout and sold the plots, ppl bought it, build their homes (including govt employees with govt home loans ), the villages realized that they were being cheated and approached, that case went on for like 15yrs but they have lost it, because paper work is perfect. Meanwhile, wherever a house is built and ready for housewarming ceremony, they used to come in groups to threaten the house owner that they would not allow the ceremony if justice is not done to them till the owner pays them 2 or 3 thousand rupees.
This whole thing would not have happened if there is a proper framework which monitors and regulates such deals where land owners are at the losing end.
Capitalists work for profits , i agree, if given chance probably many of them will try to cheat. And thats why they should be included in the bill, so that govt could regulate deals between landowners and private industry.
